Personnel Systems and Compliance Directorate

The main objectives of the Personnel Systems and Compliance Directorate are to:

To further develop and maintain a service-wide, comprehensive human resource information system with a view to provide regular, accurate, timely and qualitative information appraisal for optimal planning.

To further develop and implement an effective employee development and performance appraisal system.

To manage the introduction of modern mechanical and/or electronic systems for the purpose of recording attendance.

To assist departments to rationalise the use of staff and review their work systems and methods.

To undertake research into and keep abreast with new developments in the field of HR Management Systems and for this purpose build up an adequate library.

To organise and maintain necessary fora for Directors (Corporate Services) and Human Resources Managers and to keep them aware of new developments and procedures.

To collect data in connection with studies being carried out across the Public Administration by means of surveys, questionnaires, etc.

To further develop and maintain the website(s) relative to the People and Standards Division and the Recruitment Portal and ensure that they are continuously up-to-date.

Performance Appraisal


In 1994, the Maltese Public Service introduced a Performance Management Programme for its employees to gradually phase out Performance Rating Reports and replace them by a new appraisal system. Better known as PMP, this was a performance evaluation system in which the performance of employees was assessed against approved output and quality standards. It aimed at better and closer working relationships between supervisors and their employees.

The Performance Management Programme (PMP) was suspended, as from 1st January 2016, in preparation for the introduction of the new system which was in line with Government's commitment towards the renewal and strengthening of the operational capability of the Public Service, as well as with the continuous development of its HR skills and competences. During this period, the Interim Performance Management Programme Form was to be used as a substitute for PMPs. This document served the same purpose as any PMP document required for the period 1 January to 30 June 2016 (OPM Circular No 23/2015).

As from 1st August, 2016, the new Performance Appraisal System was launched within the Public Service. This new system, which is fully automated and web-based, will allow users to log into the system through their Active Directory Account, i.e. through their ums login and password, and consequently fill-in the details related to their appraisal directly into the system (OPM Circular No 20/2016).

The main objective of this new Performance Appraisal System is the holistic assessment of the individual as part of the overall Public Service Performance Management Programme. It is also a tool aimed at enhancing accountability and job satisfaction, whilst giving visibility on training and development needs. This will not only create an environment of motivation with an eagerness for higher achievement, but also helps to identify and develop future leaders.
This system is intended for those employees who were eligible for the previous Performance Management System (PMP).

HR SYSTEMS

In 1996, the Government of Malta acquired its first inter-Ministerial HR tool known as HRIMS. The system was developed in-house by the Malta Information Technology and Training Services (now MITA). Though it was introduced as a 'prototype', it has continued to serve its purpose well for many years. However, the need for a replacement of this system was felt with the increasing demand for an improved and more powerful system capable of handling our increasing requirements.

Following L.N. 327/2009, responsibility for the governance of the Government payroll was transferred from Treasury to OPM, and during that same year, a tender was awarded by MITA to Dakar Systems to replace the present payroll system. This payroll system contained also basic HR functions, being the first building block towards a consolidated HR Information system. The strategic shift towards one integrated HR/Payroll System is aimed at achieving advantages such as significant savings in data entry, as the two functions would be captured in one single database and a drastic reduction of possible inputting errors. The migration from the old system to Dakar-HR has been carried out and the new system has now gone live.

Recruitment Portal


The Recruitment Portal of the Government of Malta provides an internet-based solution to the current selection processes within the Public Service and enables employees and the general public to submit and update a personal profile with his/her Curriculum Vitae; view vacancies in the Public Service; electronically submit their applications for vacancies in the Public Service; and check about the status of their application from the comfort of their home. Furthermore, the service is available 24 hours a day, seven days a week.

The site, which is jointly managed by the People Resourcing and Compliance and the Research and Personnel Systems can be accessed at the URL https://recruitment.gov.mt. It can be accessed using a personal e-ID, or through a specifically developed access system for non e-id holders. The site can also be filtered and searched as required.
